Powertaps manual says 0C is the lowest temperature but I'm wondering if anyone has used one in about -10C? Thinking of getting one for my winter bike.

Lowest I've been is -5C for 1 hour. Personally I wouldn't recommend it. The sealing on the hub isn't great, people on other threads have talked about using marine grease to seal it better. YMMV.

If it's that cold it's unlikely it's going to be wet, so sealing will be a minor problem.

I used to have a problem with windchill on a wired powertap when sub zero (so equivalent minus 20??) but my sl+ has never done it.
Whether the single battery in a g3 will cope, I've yet to find out...probably best to make sure it's replaced regularly.
