Not seen one like this before I got the bike, it's an older ('09) Scott CR1.
What do I do with this when cutting the steerer? I've only used regular
compression plugs before which are obviously much easier...

A hex key should loosen that guy up for you to remove...

Yes, there are actually two hexes. The smaller one down further in the compressor, that is the one that actually controls the compression piece.
Then that bigger diameter one, I think it is like 8mm if I recall. For the top portion. You want to loosen the top/bigger one first, then the bottom compression piece.
The top piece which screws into the lower compression portion doesn't go down into the tube at all as you can see, designed to sit on the top lip.
Install the opposite. Get the bottom/smaller hex and compression set so it just touches the fork tube. Lower it down and start to tighten it at the depth you want, then tighten it up.
Then screw the top portion down and tighten with the bigger hex. Now you can screw the top cap through to the compression portion to tighten the headset up to desired level.
Real simple once you get the right hex wrench sizes for the job.
