Quintana is like a 5'2" dude weighing max 52kg, not surprising he can climb. And outside of a very hilly TT in the Basque country on a technical course he knew well, isn't blowing Der Panserwagen in a flat TT. I'm not saying he's deffo clean, but it's in the realm of possibility.
Edit- if you've ever worked out how w/kg differs in speeds depending on gradient and absolute weight, it's no surprise that Nairo would and should excel over 10% gradient
