16 is too young for strength gym work. The tendons inserting into the bone are not up to full strength and long term damage can be done. If it is more used as an alternative aerobic workout, or as a way of keeping "non-cycling" muscles toned up, that is OK. But why during the racing season? It cannot make you faster over the short term. Save it until the off season, during the base build up.
