I've had two fittings now, with the first fitter telling me I should angle my foot down a bit (so that the toe is lower to the ground than the heel), while the second fitter told me exactly the opposite (that I should be pushing my foot so that the heel feels lower than the toe). Will the lower heel give me more power? He said that if we wanted optimal power we'd mount cleats on the heels.

For me, I prefer to angle my foot down abit. Reason for that is that I can lock my ankle better.
