Location for a week long training camp in February

I'm located in the PNW and it sure gets rainy here during the winter training season. Nothing wrong with that, but our school team is looking for a week off in February to hopefully get out of the sun for a bit before coming back to race. Anybody have any recommendations for a hopefully budget friendly location to get out of the rain? Tucson seems like a popular spot, but I was just wondering if anybody had any other opinions. Training at elevation would be nice but that's probably off the list.

Other one would be San Diego maybe? Probably a cheaper/more frequent flight but more expensive once there.

How about Tucson? We have good weather and fast rides.
