if I ride on turbo at 25mph for say 10mins but use different gears will my heart rate stay pretty much the same?

basically am I still working at the same intensity just changing the cadence?

I don't mean wildly different gears say 50/19 -17 - 16

I normally use cadence to base my threshold efforts (on the turbo) I know what gears & cadence's get me on threshold...but what I noticed is that I seem to always be at 25-26mph.

could be stupid question with obvious (to some) answer!

In my experience, heart rate is higher at higher cadences given a constant load.
