I'm thinking about getting a 2nd bike, for bad weather and some rougher roads. I'm looking at the Cannondale Synapse Alloy.

I see that it comes with 25mm tires, but what's the max width that will clear?

As that is a road bike, I suspect you may find 700x28 to be the max but the answer will also depend on the wheelset and tire combination as wider rims will effect both tire width and height.

I checked one out at REI, and I think you're right. On the stock wheels, 28s should fit, but it won't go much wider.
