On my Scott Addict R1, the stand over height is 756 and a frame I'm looking at the soh is 786.

The top tube reach, and seattube all matches my Scott if just a bit off.

Should I be concerned? Would this mean my seatpost needs to be much lower compared to my Scott?

Saddle height does not change with standover height.

If your undercarriage is now close to the top of te Addict's top tube, you'll have trouble riding the new frame. You should have at least 3cm of clearance with the Addict to be able to ride the other frame.

You measure your saddle height from the center of the bottom bracket to the top of your seat. SOH has nothing to do with seat height.

Yes, and while saddle height will remain the same, and while unlikely, if some/all of the increase in SOH is due to a taller bottom bracket, then that could make for a significant difference when it comes time to dismount/remount.
