Help with Frankencross - rims and fork

I'm trying to create my own cross/mtb hybrid. I basically want a cross type setup, I like the Calfee Luna Cross frame, but I want to have modest suspension on the front, say 50-60mm travel, and need a fork that will work 700c wheels, give me that kind of travel, be hopefully nice and light, and wide enough to support 38mm tire widths with disc brakes - I'd really appreciate any help.
I also want some top of the range rims, now here's where I sound like a donut, but how do you tell what tire widths the rims will support? I don't really see it articulated on many sites. Any recommendations for a super lightweight but strong rim that will support 35-38mm tires?
