surly long haul trucker with 26in wheels. The smallest frame size is 42cm, with a ~49cm effective top tube. This is about as small a bike as you will get short of converting a mountain bike. Should work well with the correct choice of handlebar.

Get a deore groupset with V brakes (bike24.de sell them). More than strong and reliable enough for someone that small and light on a tourer. Having decent sealed bearing hubs might be an advantage in the Phillipines with the wetness, but then it should be cheap and cheerful to get cup and cone hubs serviced at local bike shops there. Mudguards will make the ride much more enjoyable.
