What are your thoughts, is it possible... can the wheel be properly balanced?

No way to do this properly the rims are not designed for this. Just get a 28 hole rim or 32 hole hub.

The thing is that I've got a spare Tune 28H hub that I want to couple with a 05 Mavic Open Pro Ceramic Rim, but I think they are only made in 32 and 36 holes...

Every 8th hole would be empty.
It would look pants.
And the spoke length differentiation would be something to consider. It depends on how you'd want to build the wheel.
The wheel balance would be fine. But it wouldn't be easy to true with blank spots like that, and you'd be giving up the Ceramic "advantage." You should either buy a hub with 32 holes, or a non-ceramic Open Pro, which come in 28h.

Ive seen a front wheel with a 32 hole hub and a 28 hole rim it was radial laced and two holes were left out on each side!
I think that way it could work out!

I am not a fan of this because there's something I just don't trust about open spoke or rim holes. Anyway here is a link:
