if you want an 1 1/8" 650c fork very cheaply I have a brand new Specialized Allez made by Time.If memory serves it is a Time Stilletto.It has an alloy steerer. I got it for a projeect that I never finished.It is in Festina team colours (navy blue with a yellow panel).If you are interested I would be asking for 15GBP + postage at cost

BTW all Reynolds forks are available in 650c to order,at least they are from the UK importers
