DIY latex tubes

Hi! I would like to know if any has or has any idees about how you could make a latex tube bit small...what glue should be used. cause I wann try to make a latex tube för a 20" wheel and since most latex tubes I have seen have a big ol joint there hase to a an easy way to glue them together...

Cyanoacrolate clue will stick very well. ("instant glue")I have repaired some times latex tubes with it. Only bad thing is that it gets hard, not elastic.
