Excuse my ignorance!

Over a 15 mile road ride what time would you expect a

novice
sport
elite

rider to take (over country roads - with no major hills)?

Fairly broad question so I'd give a fairly broad answer. I'd say a novice would be anywhere from 13-17mph, sport 17-23, elite 23-30. I'm assuming a fairly flat road. That doesn't take into consideration drafting, hills, wind, rain, equipment, etc.

How many watts do you expect them to pedal?

according to http://www.analyticcycling.com/ForcesSpeed_Page.html

speeds are:

10,93 m/s with 200 watts
12,78 m/s with 320 watts
14,83 m/s with 500 watts

assuming 80 kg weight (rider and bike) and 0% slope. all other parameters typical (e.g. height = sea level)

As I looked trough my personal SRM data and a few SRM files I have from GS1 pros, the following performances seem to be more realistic to me on this distance

150 watts = novice = 9,93 m/s
250 watts = sports = 11,77 m/s
480 watts = elite = 14,63 m/s
