I understand that it is possible to run a 10s record shifter on a 9s record rear dee, though 1 speed will be useless.

I also heard that 10s record rear dee can function as 9s rear dee. Is this true? If yes, can I run a 10s rear dee with 9s record shifter?

Or can I go 1 step further and run 10s shifter, 10s rear dee but 9s cassette?

To complicate things further, I read that only 9s rear dee produced in 2001 and later are compatible with current 10s shifters. How do I know if a 9s rear dee is compatible with current 10s shifters? --> I have a 9s Titanium Record rear dee but not sure of the production year.

Hope a campy expert can help out here!

All of the campy 10 speed stuff is reverse compatable. Meaning all of the 10 speed stuff will work with the existing 9 speed. It will not worth the other way around, so your 9 speed will not work with anything 10 speed.
- Zipp rims will break if you look at them too hard
- R-Sys wheels will spontaneously explode
- The ZG crankset will never, ever exist
- Everyone needs Lightweights, even if they're fat and old
- Parts actually made of metal are SO 10 years ago

So can I use a 9 speed cassette, 9 speed chain on a 10s Campy group?

10 speed shifters and derailers, yes. The limit screws in the derailers will limit you to 9 in the rear and that should take care of your shifting as well.
