How familiar are you with Campy? Do you know what a good shifter should feel like - unattached?
I can't help with the frame issue, but with the cable free both ends, can you pull it back and forth easily?

very familiar with 10-speed campy (record, veloce/centaur), and know that NOBODY'S FD shifter should feel, or act this way
I tested the shifter at every step in the cable's path:
1. pulling the cable through the top of the shifter, and testing the actuation
2. routing the cable through the handlebar-section of housing, and testing the actuation
3. routing the cable through to the outlet hole on the seat tube (before clamping into the FD)
it fails at
4. clamping the cable into the FD
which makes me think that maybe there's something wrong with the FD. Or that the shifter and FD are incompatible. or maybe the FD is not functioning properly.
but there was a thread over at RBR with a guy who assembled a Campy EPS with the exact same issues.
maybe i'll try a new FD if the new ones are compatible with pre-2015 shifters. the new FDs look different from the one i have.
