1. Price (I set the budget in advance, I'm not looking at anything outside of that).
2. Handling geometry (wheelbase, front center, trail), also handling reviews (especially for stuff like front end/torsional stiffness that doesn't appear in the geometry table).
3. Fitting geometry (stack and reach, seat tube angle).
4. Looks.
What factors do you consider when deciding to buy a new frame?

Fit, feel and reliability rank highest. Brand reputation more than brand loyalty. I also looked for a bike that supported bsa bottom bracket. Led to to purchase a C-59 and a Firefly.

For me, or for one looking to get a new frame? The latter is of course very subjective. As for me:
1) Fit
2) Quality
3) 'Feel' (both on the road and in the fit)
4) Aesthetics
There was a funny video by GSN interviewing pros whether they train with a saddle bag or not. Many said yes, but a few said no and their reasoning was that it wasn't 'sexy' enough. Let's be honest, fit, stiffness, weight: it all goes into the equation. But in my book, if a frame is not a head turner (for me first and foremost) then none of the other objective qualities seem to add up.
