I have a addict team issue with vittoria corsa 25mm tires, there is plenty of space in the rear, in the front the smallest distance between tire and fork is about 3mm. I ride narrow rims but wide rims shouldn't be a problem since the fork is wider where the brake track is.
Orica green edge and team I am has also used the bike for the cobbles with 28mm tires

I've got a Team Issue from 2014 also, and run 25mm Michelin Pro4 ENDURANCE tyres (on Ksyrium SR's)...which are renowned for being oversized and more like 28mm.
So...I'd say YES, 28mm fits.

See page 4, a couple of pics of mijne, new Michelin power comp 25 on récent bora's. Real size is 27mm wide and 25 high. A true 28 will fit, a 28mm gp 4000s won't. Hope this helps. viewtopic.php?f=10&t=144273&hilit=Addict&start=45

It's also possible that Scott has different suppliers for the frames...
More than 20.000km on mine with the same few mm clearance, not a single problem, not even a scratch on the frame or fork due to tyre rub. Don't bother and ride that thing!
