I just purchased a 2015 Supersix evo hi mod frame (black) and I am starting the build process. It is going to have full Sram Red 22 on it but I need help or recommendations on the following: (must be black or matte black)

Seatpost 27.2
Stem 100mm
Handlebars 42 or 44mm
Bottle cages
Seat must be 143mm
Wheelset (probably will be Zipp 202)

Goal would be 15 lbs or under 14 lbs would be amazing!
I am not looking to break the bank but also don't want to buy cheap and regret it.

If you got money for Zipps, you might as well have a wheelset built for you. The new Schmolke rims look pretty damn good. Built with Bitex hubs, you got a very light, aero package without braking the bank.

I got one under 12 lbs, but it took SISL2, 1032 gram tubular wheels, eecyccleworks calipers, powercordz, AX lightness leaf saddle among other things...

On my 2015 SuperSix Evo Nano Black Inc I run:

SiSL2 cranks
Syntace p6 hi flex carbon seatpost
Syntace Racelite 2 carbon handlebar
Syntace f109 alu stem
Red 10sp black edition
Zipp 303/404 combo built into Tune Mig Mag hubs with sapim cxrays
Speedplay titanium pedals
Campagnolo Bullet QRs
TRP R979 EQ magnesium brake calipers
Prologo scratch 2 143 CRC nack carbon saddle
K edge Garmin mount
Lizard Skins race dsp tape
Chinese carbon bottle cages off eBay

Everything is Matt black and the bike looks boss. The brake calipers are the best part, really unusual and lighter than SRAM aerolink I believe.

Nothing weight weenie about this build (apart from the frame and hubs) and weighs less than 6.3kg

These are the cages:

£7 each and weigh 18g, used them for over a year with no rattle or lost bottles. You can get them cheaper if you don't mind Bontrager branding.

Not a super light recommendation, but stiff, comfortable and high quality:
Stem: Ritchey Superlogic / C220 (115-120g)
Handlebar: Ritchey Superlogic Evocurve (200g)
Seatpost: Ritchey Superlogic carbon link (150g)
Bottle cage: Tune Wasserträger 2.0 (9g x 2)

If you are in the US, you can get the ritchey stuff from the EU usually cheaper than MSRP OR from masherz.com for 25% off. Saddles are very personal things so I would not swap out my Specialized Toupe Pro (~150g) just to get something lighter. With Red 22 you won't have problem to get it under 15 lbs anyway.
