Will a RD6800SS fit a 30T cassette?

Exactly, it might work, it might not. I have heard of people making the RD-6500-SS work with 30T+ cassettes and that one is only specced for 27t max. There is no way to figure out without trying unless you can find someone with the same frame that has tried it before you.
For 11-28 or 30 which likely work on both mid cage and short cage you should decide from your hanger's length.
If it is short then you are safer buying a mid cage one.
Otherwise...
mid cage vs short cage version of the same derailleur can also different in B-knuckle length and other parts not just the cage.
On my bike, my RD hanger are pretty long and Mid cage RD has longer (go lower) B-knuckle (to clear room for bigger cassette) so i have to back off B-tension screw all the way out to make upper pulley stay relatively close to cassette. And that make my upper pulley go very far forward ahead of the cog and cable entrance are from bad angle (like almost 30 degree down rather than horizontal and or higher than horizontal.
I think i should change to short cage which will give me better cable angle for my long RD hanger bike since it has shorter B-knuckle which then doesn't need me to back off B-tension screw this far.

yes depends on hanger/frame.. as an example I can use a 30T with my 9150 SS but 32T won't work on my Parlee Z5SLi. My wifes' 2014' Madone6 can fit the 32T with the same 9150 SS RD.
