Hello i have a question about this frame Rose Pro SL on the downtube have same bump is this normal or frame been crash and this been the result of this

I have to say it doesn't look normal to me. I think it is best to try and contact Rose and see what they say.

Looks like buckling from a head-on impact. While the downtube is always under tension (not compression) during normal riding, I wouldn't consider that frame safe for use.
