Phenomenon :

Sram Force22, Ultegra 6800, Chorus, Record rear derailleurs doesn't have this issue, but 6870 Di2 RD even with removed high limit screw and moved outward all adjustment steps is still (upper jockey) under 2nd smallest cog on Mavic wheels, on anything with DT Swiss hub, tiny "above" smallest cog ( bit towards 2nd smallest ) .

Low limit has no issues at all.

On other frames same issue, however less pronounced - adjustment has to go about'ish 8-11 steps outward, but system is adjustable to work properly, on one certain frame is ....not.

I tested same derailleurs on othe rframes, and high limit is not even close to its limit.

Anyone experienced same phenomenon ?

Have you checked for a bent derailleur hanger? Also, make sure the indexing adjustment is not set all the way towards the largest cog.
