Campagnolo LH shifter sticky

My Campagnolo Lh shifter does not seem to return to the lowest position and I keep getting ratcheted shifts even if in lowest position. I pulled the leve hoods back and it is clear the right shifter goes beyond the ratched section of the round dial that carries the cable. On the left it seems to stick in the ratcheted section.

Does anyone know what the cause of this is, and how to fix?
