Rock Mount for IPhone, can it be mounted on scott foil bikes ? opinion needed

I have the scott Foill 10.

Can the Rockmount be mounted to the scott foil 10 ?

It seems the Scott Foil uses the Syncros Foil, 31.8mm Stem Aero but due to the integration i am not sure it can be done.
