Who should be providing the battery holder and "O" rings for the Pinarello F8 seat post ? I am half way thru the build and can't find the part. Shimano suppose to provide or Pinarello ? or we suppose to buy our own ?

It is a Pinarello item. Your dealer will be able to get you a battery mount.
Yes, it is a Pinarello item - but unfortunately it doesn't come as standard with the frame kit
