23 mm tires on a C17 (25 mm) rim

I have been using Shamal C15 and Hutchinson Fusion 3 tubeless tires. I am considering buying a new Shamal C17 rim but I have many Hutchinson 3 tubeless tires left. Can I use the Hutchinson 3 tubeless 23 mm tires on this rim that was designed for 25/28 mm tires.

but Paul Lew tells us that on Reynolds wheels you should for aerodynamic efficiency.
The rim width is now 25mm, making it possible to run the Assault with 25mm wide tires, or if you want to grab a little extra aero benefit, you can stick on some 23mm tires. The wider tire profile will give you a better ride whether you are on the road or gravel, while running tires narrower than the rim will aid in disrupting and reattaching the airflow over the rim.

C17 must be Campy talk for 17 mm inner width.

I just looked it up and C17 is indeed Campy talk for 17mm rims.

The ERTRO legend is leading, but also please look at the quote I posted. On my wifes bike I have mounted 23mm tubeless tires on Reynolds Attack wheels. The front wheel of my own bike (assault wheel set) is also a 23.

I forgot to mention; I have been running 23 mm tires on 17c rims for a long time with no issues.
