I think most of the effect is psychological.
And mostly when people say their new light weight bike feels faster or gets more PRs is because they are going from an old bike to a bike with newer technology. A stiffer bike feels faster. I remember going from a Campy Record aluminum crankset to my first Record carbon crankset. The bike felt faster. The crankset was definitely stiffer. Now, I saw it felt faster not that it was actually faster.
I switched from a lighter Parlee Z4 to my current heavier Colnago C59. The C59 feels faster.
