buying an ebay frame from Canada...questions

Potential ebay item, (frame) located in Canada, shipped to United States and purchase price would be around $5-700US dollars. Will I owe US import duties or is there a $ threshold. Will ebay charge anything for an international purchase?

I have read that if the seller uses ebay's Global Shipping Program that ebay would collect, however I have no way to tell if he is using it. Any guidance would be appreciated.

I'm in the US. I bought a frame for $1,400 from a Canadian seller this year. He charged $70 or so (stated up front in listing).

UPS charged another $60 or $80 (I don't remember) when it arrived. UPS was brokering the import, which is why I paid them.


If it's what you want, and a good price, don't worry too much about the extra money.
