Using a wide chisel is one option.
You know those crown race pullers the MTB lot use, like the Park Tool one, do they work on collets?
It is not a split collet. It is steel and seems a tight fit.
Any advice appreciated.
(The crown collet that is already fitted is too tall - big gap between fork crown and bottom of head tube. A shallower depth bearing is not an option in this case as I am using the shallowest available already ... but I have a shallower depth collet I can fit if I remove the old one).

You can get a cheap tool on ebay or Amazon to remove the crown race (collet?). The one with screws that push two V-shaped blades evenly into the center of the tool under the race and lifting it off the crown. They work very well. This is not the cheapest one, but the brand is respectable AND it works on steerers up to 1 1/2" crown race diameter. That is important these days.
