Can an 11 speed SRAM Force Wi-Fli rear derailleur handle an 11-36 cassette?

Yes. Your frame and derailleur hanger will play a part in it.

I've done this on a Specialized Roubaix and a Fuji 'cross bike.

Switching to a mid-cage Shimano setup on each of them made a 36 no longer fit.

Force Wifli will max out at 32 teeth according to Sram. If your frame and hanger hang down a little extra you will be able to squeeze an extra tooth or two. The issue is the upper pulley hitting the cassette.
