Yes, I use Orange Seal. I run it in my tubulars as well. There are no downsides, IMHO. It saved me in a race once and I have had a few punctures on the road that sealed without stopping as well. As for weight, I don't know but too small for it to be an issue for me.
Straight line speed is a wash these days ... tho note the top clincher CRRs are with latex tubes which is less safe (esp with CCs) than tubs

Tubular for racing and Clincher for training rides.
Although I heard recently clinchers' rolling resistance and performance have proven to be superior to tubulars' despite weight penalty.

Don't forget that it comes with a butyl tube (they tested the gp4000 with latex) and the measured with is 25mm, while the gp4000 25c has a 27mm measured width on the test rim. So the real difference is less than 2W. You should compare the results of a 23c clincher gp4k with a thin a butyl tube.
Also continental glue is worse than mastik one based a recent study I read, and it's well know that the glue job is critical in tests like this. I can't wait for the next tubular test, I'm sure that in this particular test they will be slower, but I think the difference is very small.
