I have 2 sets for each bike. One for training and one for which that bike is suited. For example I have training wheels and deep wheels for my crit bike, training wheels and climbing wheels for my climbing bike, and training wheels and deep/disc wheels for my TT bike. Training wheels are always clinchers, but I still run tubular wheels for the climbing bike for the weight savings.

Three bikes:

Colnago C59 / Campy SR EPS
Look 695 / Campy SR EPS
Moots Routt 45 / Campy SR

The Moots has a 'dedicated' wheels pet as it is disc. Pacenti SL25/CK R45/CX-Ray (I built)

The two road rigs share the following three sets:

ENVE SES 6.7/CK R45/CX-Ray Clincher (I built)
ENVE Classic 25/CK R45/CX-Ray Tubular (I built)
Campy Bora Ultra 2 Tubular

I am going to sell the SES set and go all tubular. Not sure whether I'll build the replacement set, or go production.

1 per. Multiple would get awfully expensive at $3000+ a set.

I have 2 bikes and 4 sets of wheels
Extralite curve 35 tubs, alchemy curve 35 clinchers, alchemy enve 6.7 tubs, CK 30mm proto carbon clinchers I'm thinking i need some mid depth wheels and have a nice pair of industry 9 hubs to build up.. in thinking a 45/55 set would be a winner

Each bike has one set of wheels. I don't race, so maybe that's the difference. Spent way too much on my bikes these last few years, and very happy they're where I want them to be. If anything could use an upgrade its the person powering the bikes ;)
Colnago C-59 (Dura Ace)
