just replace the outer cable. It only has to be the same size. You don't even have to use cycle housing you can find plenty of plastic tubing in many sizes on ebay etc.
Can I ask, does rattle when your cables is most tense?
I would get the cable really tight " don't worry about gear shifting " and see if the rattle stops.
It seems a bit strange to me . it sound more like your housing is loose against your frame if your getting a buzzing sound.
I cant imagine you inner cable making a buzzing sound against outer cable.

You could try cutting, will make it more difficult to replace/change cable.
You could try pulling the cable out a bit. See if it still.rattles.
I would just replace the outer cable
should be easy enough using the inner as a guide
