If it's a solid (non-flashing) red light, it might be in adjustment mode. Have you tried simply pressing the button on the ext junction box?

Have you previously been able to charge, and now you can't, or is this the first time you've attempted to charge the system? I'm far from an expert in Di2, but I would venture a guess that you either have a loose wire, or the system can't find the FD and is freaking out.

Which button are you pressing to check the battery charge? You should be holding down one of the buttons on the shifters to check the battery status. The button on the junction box is for getting in and out of adjustment mode.
It's 10-speed, so I'm going to assume it's 7970.

maybe its the problem ?
the bettery is new
That could be the issue. I think with 7970, most of the brains of the system reside in the FD.
