It's a dent, I'm not sure if this will have any structural impacts on the frame overall? Will this area be more prone to failure?

I don't know. The owner says there is no crack, only the paint got off.
But looks like some layers of the carbon are peeled off.
Waiting for the carbon specialists here :)

Don't touch it without a reputable carbon repair joint giving you an opinion (and there are several who you can find through this forum).

A quick test is to tap along the tube with a quarter. If the carbon is damaged, the sound will change. It will sound more dead.

Joe's Bicycle Painting in Watsonville. From second hand experience (friend I know who got his frame repaired by him) he is top notch, and being a paint shop as well can paint-match & touch-up to make your frame look brand new.

No idea where you are based, you might also consider contacting Berk (he is on this board) if you are in Europe. The other options mentioned are all good and reputable, from what I have read on the intarwebz.

I'd ride that. doesn't look structural to me. top layer of carbon is usually cosmetic.

I'd ride it if I would know what happened to the rest of the frame.
These are nice well build frames and lacquer doesn't peel off easily from a Simplon.
Ask yourself if you think the previous owner is honest about it and why he wants to sell.
