Pretty sure he meant tight enough for them not to unscrew easily.
I have 2 sets of these. Do them up so that they hold the wheels and don't get undone. No need to crank them down hard, since it's easy to strip the threads in the aluminum nuts.

No idea, I only use a torque wrench for cylinder heads. Plus, with the binding and stick/slip you'll get between titanium and alu, a torque reading is meaningless anyway.
