Another Bora clincher question

Hey all,

I should be getting my new 35 clinchers any day now. I'm just wondering whether the inner tube size will change because of the width of the rim? In other words assuming I will run a 23 tire can I use the 28-23mm tubes I have lying around or do I need wider tubes? My understanding is that the wider rim effectively makes the same tire a wider tire. On the other hand I am thinking the overall volume stays the same.

Anyone know?
