Looking for a modern steel frame recommendations

Genesis volare, ritchey logic would be my choice. For custom i would not pay pegoretti money i would go to taylormade one county up from me in suffolk. Angus is a friend and a good frame builder. £600 for an 853 frame cant be argued with. All this artisan nonsense where you wait a couple of years for for your frame is just nonsense.
Also hunt on ebay or retro bike for a good steed. Columbus genius tubing is very light and stiff and good frames have been made from them. Cheap as chips too. I picked up my sannino of retrobike for £200 and i am very happy with it.

Forget about English if you want something soon. I've been on the what list there for over 20 months and my build won't be started until year.
I do have a Ritchey Road Logic 2.0. You'd have to run Di2 externally, but it's easily one of the best value framesets on the market.

Those are all great recommendations, but I'd add Firefly (http://fireflybicycles.com). There's great heritage there, down from Fat Chance, Merlin, IF -- though I admit I have an emotional attachment to the Boston cycling world.

There are so much great builders and souls/minds it's difficult to say someone stands abover the others, and would be unfair to missing names.
My personnal favorite would be Amaro for a badass "stage race" no nonsense steel bike with attention to detail and "identity" but he is in Spain.
For a high level of customization, English, Zukas or Shand looks very "modern"/futurist if that's what you imply. Firefly would be the safe bet for the best attention do detail/modern racer in the US. But again, I might be unfair to dozens of nice builders.

i clearly have a lot of skin in this game, but i could not recommend anything more than a Seven Axiom. It is a custom bike with custom tubes drawn and custom butted for each individual rider. The round chain and seat stays yield the lightest and stiffest rear triangle we've ever tested- and it's a fully custom bike that will incorporate all the features and options you would like. take a look:

My steel bikes are a bit more focused but also a great option. we build made to measure steel race bikes with an emphasis for cobblestone and mixed terrain racing. The Gaulzetti Cazzo is a nice bike.
Any of the options mentioned here are also great! I hop I am not schilling too much- but I can certainly recommend bikes the bikes I work with and am most familiar with.
