This looks more than OK! Spinning without load doesn't mean anything.

That is on the tight side of acceptable. I have seen lots of new installs that were just like that. Certainly rideable. I'd give it some miles and check it again. Some BB systems have weather seals that are tighter than others and that can speed up with a bit of use. If you do your own wrenching I would take it out and re-install. I just went through this with a BB90 and it was better after the re-installation.
