I don't think there's a "standard" as such, just some that seem similar.
The Ritchey 4axis are fairly shallow, as is an old Massi one i have with a flip front.
Don't have either at hand to measure them though

If your friend is willing to go with 26.0 bars, then he might find some low stack height stems to go with them. Things seemed to be slimmer all around for the most part with the 26.0 standard.

Yes, it's true, i have two S3X stems and they are 34mm stack height and also very light.

Thomson X2 is really low stack for a modern stem. The Flat Force is also low, but the amount of drop and odd lengths might not be idea on a road bike.

A bit of friction paste and proper torque will usually fix issues with an X2.
