front hub noise?

I have a brand new set of Reynolds Stratus DV tubulars with the White Industries LTA hubs. I'm in the process of gluing the rims to mount the tires. I noticed when spinning the front wheel in my hand or on the track stand that it makes a noise that I can be describe as a soft "crackling" noise -- not a grinding. It is not loud and it disappears when I spin it fast. There is no play in the axle, and the wheel seems to spin freely. The noise happens whether or the QR is installed.

Is the noise anything to be worried about?

Thanks, but I'm sure the skewer is contributing to the noise, as it also makes the noise when I am just holding the axle by hand and spinning the wheel without the skewer installed.

Not familiar with those hubs but are there dust guards that may be rubbing? Maybe at higher speeds it's not causing as much friction there

Are these sealed bearings or cup-and-cone?
