Time Quickset headset question

On my VXRS Ulteam, there is a circular, black plastic piece that sits between the lower headset bearing and the fork. One side of this piece is flat, the other side is concave, with about a 45-degree angle. What is the proper orientation of this item? I have found lots of random posts on the Internet about making sure that it faces the right way, but they don't happen to further elaborate on which way it should go. Thanks.

The Time QuickSet maintenance instructions say:

"Put the bottom steering skirt back taking care to turn the chamfer downwards".

I think that means concave side down, but can't tell on my VXR without taking it apart.
Freight-train groove-ride: 4'02" to 14'40" LOUD, bass right up and eyes closed!

I'll wait while you go take your bike apart. :)

My guess was the chamfered side towards the fork, but wasn't sure. Thanks.
