About tubular tyre size

Greetings,
I am new to tubular and looking for tubular continental tyre. I had tried to google the info but get even confused by the size.
My wheelset is 700c, rim height is 21mm and rim width is 20.5mm, can tyre size 28"x22mm fit into my wheelset?

700c wheels should take just about anything from 19mm to 28mm tubular tyres. 23mm is the 'standard' size equivalent to most clincher tyres. 22mm or 24mm common and there even seems to be a trend towards 25mm wide tubs now.
