I have 25mm PR4's mounted in Pacenti SL23 rims. Tires measure 27.5mm. There's about 2-3 mm of clearance at the sides, which is probably as tight as you'd want to go.
There's sometimes a buggy.
How many drivers does a buggy have?
One.
So let's just say I'm drivin' this buggy...

I was right about contis running small.
my 28mm 4 seasons on Open Pro rim measures 27mm wide - so 0.5mm less than what's working OK on the easton sl90 fork.

I've run 27mm Vittoria pave tubulars (320tpi and 290tpi) on a bike wth a Easton EC90 SL fork (straight legs). Not a whole lot of room, but not too little for comfort. That bike is not with me at the moment, but I recall the tires measured about 28mm or slightly over.
