Greetings,
According to spec, my frame's head tube size is 1 1/8" and 1 1/2".
Does it mean that I cannot get the headset with just 1 1/8"?
I must get the headset with 1 1/8" and 1 1/2"?
Just a little confused.

There is more than one 1 1/8" and 1 1/2" standard. Simply if headsets confuse you take it to an LBS and they will do what I do get out a vernier and measure the important dimensions and consult the FSA or cane Creek chart and select the appropriate headset bearings.

Obtaining a technical drawing of your frame helps with the selection of headsets no end - saves the measuring. Or ask what existing owners of your type of frame are using. I like the FSA website info more than the Cane Creek selector.

Yes, you will need a headset with BOTH 1 1/8" (top) and 1 1/2" (bottom) bearings.
However, the 1 1/8" and 1 1/2" measurements are the INSIDE diameter of the bearing. As the above posters mentioned, there may be more than one type of headset with bearings that have those inside diameters. For example some frames may need larger OUTSIDE diameters or different contact angles.
