I read that Cavendish changed seat height more drastic than most, it were pending on the where they race. It also said, it was his own idea to ride a 49 size instead of one size up as he used to do.
It was also mentioned that a few riders were deciding on fit on their own and did not follow guides from team fitters.
I also noted Cavendish had a very low saddle height. His knee angle don't look very comfortable.

In an interview with Gary Blem, team sky mechanic he said that Cav changes his setup near daily given stage profiles, sprints etc. He described how Cav would change bar height and stem length very regularly, which may explain the steerer extended above the stem
