Cheapest 15 lb bike

What do you guys think the cheapest route to a 15 lb bike is? Is it Chinese carbon? Is it used? How would you go about it?

Used. Selectively buying from classifieds, Craigslist and eBay. 15 lb is not hard at all if you are patient and selective.

I'm sort of interested in what is reasonably possible and what the best approach to it is.
