Okay, that's clear and as expected. That's clearly a badly glued Tubular.
But one thing... I was feeling sorry for the OP but dang dude... why are you so incredibly vague??? If you want our opinion be upfront. Right now I'm again guessing at what happened!
1. You state it was a professional shop who glued the tubular.
2. Now you say it was an Ebay seller that "assembled" the tires?
UGH!
-> What do you mean with "assembled" the tires?
-> Is the professional shop the ebay seller?
Anyway my advice and then I'm done here:
If you can't wrench it yourself; do not buy on ebay.
If you can't afford boutique stuff by your LBS: Safe more cash or go for cheaper.
So in this case:
1. Go for a cheaper bike with clinchers.
2. Go for what you can afford/are happy to spend cash on.
3.And for the love of god: Go to a good LBS and pay the premium. In your case it's worth it.
And if that feels like an insult? I go to my LBS and pay the premium as I'm nowhere near as good a mechanic as he is. And yeah, that means I won't get those crazy Ebay deals. But what do I get back:
1. A bike I trust
2. Great coffee
3. Great stories
4. I can try stuff and return if it sucks (saddles!)

Looking at pic, looks like there is glue nowhere in the base tape except near the handlebars, headset and rim edge. Definitely a bad glue job.
I once bought a wheelset from a bike shop employee, it was his personal wheelset that he had used. I was surprised to notice that the tubulars were really badly glued, just like the ones in your pic. Hardly glue at all in the base tape, tubulars came off pulling with one finger.
Never trust blindly in anyone else's glue job, always check before you start using the wheelset. You were lucky you did not end up paralyzed or die, new frames can always be purchased...
