Looks like it. Nothing on their website but Garmin get a lot of their stuff to test before it's available.
I'm left handed, if that matters.

The trim and color smacks of the Hot Pack stuff from Sportful, which is the same company as the Garmin sponsor Castelli so perhaps the custom team stuff has some cross-over. But it is probably just a custom version of the Castelli Wind Vest US from their Servizio Corse catalogue.
